Trakhees is the Department of Planning and Development within the Ports, Customs and Free Zone Corporation.

  • Building and modification permits

Civil Engineering services cover new buildings, revisions, modifications and completion-related applications.

  • Environment, health and safety

The service directory includes environmental and safety applications alongside building-control services.

  • Licensing and other permissions

Licensing and operational services are separate categories. The approvals needed depend on the site, activity and proposed work.

Before you apply

Use the official service for the exact scope. The sequence and documents depend on the application.

  1. Choose new building or modification

Start with the applicable Civil Engineering procedure. New buildings and changes to an existing property follow different applications.

  2. Establish the project records

The new-building procedure calls for a project ID and concept-design NOC before the building-permit application.

  3. Submit and resolve the review

Use the relevant application checklist and folder structure. Respond to any request for more information through the official system.

  4. Keep changes and completion aligned

Use the relevant revision or amendment route if the approved work changes. Confirm the completion procedure and permit conditions with the project team.

Common questions

Is Trakhees the same as Jafza?

No. Trakhees is PCFC’s planning and development department; Jafza operates the free zone and has its own customer and property services. A project may involve both. Check each application’s dependencies rather than treating the approvals as interchangeable.

Can a new building permit be the first application?

Trakhees’ published new-building procedure identifies a project ID and concept-design NOC as preceding the building-permit request. Use the current checklist for the particular project.

What if the approved design changes?

The official procedures provide revision and amendment routes. Confirm the appropriate application and keep the current permit, approved drawings and proposed changes together.

Does a modification permit close the project?

No. The official service directory includes modification completion services separately. Check the permit conditions and completion requirements before planning handover.
