Building completion certificate in Dubai: requirements and process

Completion is a separate approval stage after the permitted work. The authority checks the relevant work and records against the approved project before issuing its completion document.

In this guide

Identify the correct completion service for the permit, resolve the required inspections and supporting documents, and confirm any conditions on the issued certificate. Building completion, fit-out completion and other operational permissions are different documents.

Which completion certificate do you need?

Use the permit and application type as the starting point. Dubai Municipality lists completion services covering building works and several alteration categories. DDA separately lists building, modification and fit-out completion services. The documents are not interchangeable simply because they include the word “completion”.

Inspection is part of the process

Dubai Municipality’s published multi-storey procedure includes structural inspection stages and a later final inspection request for completion and service connections. It does not describe one identical sequence for every project. Establish the inspection stages that apply to the actual permit.

Prepare the close-out plan early

  1. Identify the service

Match the completion application to the permit and scope.

  2. Agree the records to keep

Ask the project team which approved drawings, inspection records and certificates will be needed.

  3. Check the finished scope

Resolve differences between the approved documents and completed work through the appropriate route.

  4. Submit for the required checks

Coordinate the applicant, supporting approvals and inspection readiness.

  5. Review the issued document

Check the scope and conditions, and identify any separate permissions still required.

A fit-out example

DDA’s fit-out completion service requests the tenant’s NOC, the unit’s licence and the Civil Defence completion certificate. Its form also requires approved drawings at the inspection. This illustrates why preparing only the initial permit package is not enough to plan handover.

Separate completion from the commercial handover

Before agreeing an opening or handover date, ask which authority documents and operational permissions are required for that use. Do not assume a completion certificate alone settles every licensing, connection, lease or contractual condition. Keep a list of outstanding actions and who must close each one.
