Trakhees vs DDA vs DM: which authority approves your Dubai project?

The property’s jurisdiction identifies the main building authority; the work and activity determine which additional approvals apply. Confirm both before preparing a submission.

In this guide

Use the plot details and existing approval records to confirm the building authority. Then check the proposed work against that authority’s services and any developer, utility or activity-specific requirements. A neighbourhood name is not a complete approval route.

Start with the property and the work

Record the plot or unit reference, current use and proposed change. Ask the owner or building manager for the available permit and approved-drawing records. If the authority is unclear, obtain confirmation through the relevant official support channel before choosing forms or commissioning a full submission package.

Dubai Municipality

Dubai Municipality publishes procedures for villas, industrial buildings, and multi-storey or public buildings. Its building-control role includes permits, inspections and completion. Avoid assuming that every mainland address follows one identical municipal route.

Dubai Development Authority

DDA carries out planning and development control within its jurisdiction. It distinguishes services such as Fit-Out Permit and Building Modification. Once applicability is confirmed, select the service by the actual scope.

Trakhees

Trakhees is PCFC’s planning and development department. Its Civil Engineering catalogue includes new-building and modification procedures, alongside other departmental services. Free-zone property permissions may also be relevant.

The authorities do different jobs

Keep a simple approval map

For each permission, record the issuing organisation, applicant, required inputs and dependent application. This planning step helps avoid confusing an owner’s NOC with a building permit, or a design approval with completion. Confirm the map with the appointed project team; do not treat it as a fixed Dubai-wide sequence.
