Fit-out permit Dubai: step-by-step approval guide

The permit route for an interior project depends on the property, the work and the intended use. Confirm the category before treating every fit-out as the same application.

In this guide

Start with the governing authority, approved condition of the unit and proposed changes. Establish the required owner or developer permissions, the authority application and the completion route before work begins.

What a fit-out permit covers

A fit-out usually concerns work within an existing building or unit. The application category still depends on the scope. An interior project may involve layout changes, services, structural work or a different use; describing it as a fit-out does not settle which permission applies.

Fit-out or building modification?

DDA’s current fit-out service directs structural additions, a change of use and additional gross floor area to Building Modification. This is an authority-specific distinction, not a rule to transfer unchanged to every Dubai property. Check the current service and circulars for the relevant authority.

A practical approval route

  1. Confirm the property and scope

Identify the building authority and compare the proposed work with the existing approved records.

  2. Choose the application

Have the appointed team establish the correct service and applicant category.

  3. Prepare documents and permissions

Use that service’s current checklist, including owner or relevant authority NOCs where required.

  4. Submit and resolve comments

Keep the drawing set and responses coordinated as the application is reviewed.

  5. Complete the closing stage

Arrange the required inspection and completion submissions, with the relevant certificates.

Plan completion before construction

DDA’s Fit-Out Completion Certificate service lists a tenant NOC, the unit’s tenant licence and a Dubai Civil Defence completion certificate. Its application form also says the approved drawings must be available during inspection. Other authorities have their own closing requirements.

What to ask the project team

Ask who submits the application, what each NOC covers and which document permits work to start. Also ask who tracks revisions, inspection readiness and completion. Keep one project checklist, with a person responsible for each item and a link to the applicable official requirement.
