Who submits a DEWA technical connection application?

DEWA’s technical builder applications and a customer’s consumption account are different responsibilities. Assign each part clearly at the start.

In this guide

DEWA identifies enrolled consultants and contractors as applicants for electricity permits/connections and fit-out connections. The owner has separate responsibilities within the service journey; do not describe the technical submission simply as an owner-account application.

Separate technical applications from account services

For a technical connection, confirm the appointed firm and service category. DEWA publishes a searchable directory of enrolled consultants and contractors. A directory entry should be checked against the service needed, not treated as a universal endorsement.

Identify the property and appointed applicant

Identify the property, main-project reference where relevant and the appointed applicant. Check the selected service for the owner or landlord documents needed, and agree who will provide each item.

Choose the channel for the licensing authority

For projects licensed by Dubai Municipality, DEWA directs the electricity-permit and connection application through Dubai Building Permit System (DBPS), with the request passed to DEWA by integration. It directs projects licensed by other authorities through DEWA’s channels. Site-readiness inspection requests use DEWA’s website. Check the current electricity service guidance for the route that applies to your project.

Allocate the application responsibilities

  1. Select the service

Distinguish technical builder work from consumer account activity.

  2. Confirm the enrolled applicant

Check the relevant contractor or consultant category.

  3. Allocate responsibilities

Agree who prepares documents, submits, responds and arranges payment or inspections.

  4. Retain the references

Keep the application number and updates accessible to the project team.

Check the selected service’s documents

The fit-out connection service specifically includes a landlord NOC and connects the request to the main project. Other services have their own requirements. Follow the selected checklist rather than assuming every application uses the same account or authorisation documents.
